next: stop esbuild bundling for deferred step route

Summary

• stop using esbuild for deferred Next step route generation and write the step route file directly
• copy discovered step files into a temporary folder adjacent to the generated step route and import those copied files from the route
• update the Next loader to detect copied step files, transform them in SWC step mode, and skip socket-server discovery notifications for those files
• preserve original source identity for copied step files via embedded metadata so IDs/module specifiers remain stable
