While investigating #1201, disable liburing by default. In order to enable it, use MESON_ARGS as usual. ie: MESON_ARGS=-Dms_enable_liburing=true npm install

While investigating issue #1252, disable liburing by default.
In order to enable it, use MESON_ARGS as usual. ie:
MESON_ARGS=-Dms_enable_liburing=true npm install
