Is your feature request related to a problem? Please describe.
Would it be possible for there to be "Staff Groups", so that if there was two types of ticket panels, different panels could have different "Staff".

An example of this could be; A ticket panel for people to apply to join a team may not wish to have the same Staff as one for handling interpersonal issues.

Describe the solution you'd like
A way to have Staff "groups", than you assign a group to each Panel.

E.g:
Panel1 - "group1, group2"
Panel2 - "group3, group4"

Describe alternatives you've considered
Using two seperate ticket systems may be possible, but it seems messy.
