It should be possible to set the hw_qemu_guest_agent in the image metadata of the volume (like it is done for UEFI).
The quest agent is installed via the v2v tools, but the feature is note enable in the instance.
I think it should be possible to set this option via an additional flag (i.e. --enable-qemu-guest-agent)
