H264 encoded HLS video on 1fps randomly shows spinner and pause playback when change position on progressbar in Chrome

Description

I rendered video on 1fps because it is audiobook with ilustrations (low fps saves lot of bytes). In Safari work everything great, but in Chrome is problem with playback. Not every time, but very often is playback paused and player shows only spinner. After change position in progressbar it sometimes starts again play somtimes not.

Steps to reproduce

1. HLS video on 1fps
2. change time in progresbar
3. in chrome sometimes paused and shown spinner (once works ok once not)
4. after change time in progresbar again sometimes starts playing again sometimes not
5. video is 5 hours long
6. tried render on 24fps and works properly so problem occures only if if video 1fps and only in chrome

Errors

No error in console appears

I also tried 4fps and it is better ... but still error ocures once per ten tries ... on 1fps it is like once per two three times ...
