Phoenix Packaged Asset Container (PhoenixPAC or just PAC for short) is an asset packaging format inspired by Maxis's DBPF format. It stores assets using a 64-bit identifier broken up into a 16 bit type ID, a 16 bit purpose ID, and a 32 bit unique ID.
