Adjust dash and dot path effects to maintain consistent visual appearance across different stroke sizes. Previously, fixed values caused patterns to look disproportionate (e.g., dots became elongated) at larger stroke widths. Now dash on/off lengths and dot spacing scale with the stroke width, ensuring circular dots and balanced dashes at any scale.
Extract dash/dot path effect calculations into a single StrokePathEffect factory to ensure consistent visual proportions across all drawing views. Adjust default shape and stroke sizes to better match UI design, and fix line shape closing to prevent dashed/dotted stroke overlap. Increase stroke padding to prevent clipping of round caps.
Add a comprehensive publishing guide to document the release process for the library. Update the version number in README.md, photoeditor/build.gradle, and app/build.gradle to reflect the new version 3.1.7.
