Migrated CI to GHA

Enabling CI on Windows
Upgraded to xtensor 0.25.0
Use FindPython's numpy component to find numpy include directories
only search for numpy when the numpy-include directory is not passed
Temporary revert to find_numpy to fix the feedstock
Test with NumPy 2.0

Similar to xtensor-stack/xtensor-blas#243 and done for the same reason (easier to integrate with `meson`).
It's a requirement for being adapted by std::reverse_iterator
