Quote Reply in GitHub discussions is broken

GitHub's discussion comments offer a Quote reply option in the upper right ... menu. However, this does not behave as one would expect. It creates an entirely new reply to the original discussion topic at the bottom of the page instead of a reply to the comment one is trying to reply to.

The easiest work-around is to manually copy the material to be quoted and paste it into a quote block (>) in the Write a reply... section of the comment you are replying to.
