🐛 Unblock CLI dependency update PR (#248)

## Summary
- carry forward the Dependabot lockfile update from #246
- fix Biome 2.4.13 lint findings surfaced by the upgrade
- unblock the dependency update with a maintainer-owned PR

## Verification
- npm ci
- npm run lint
- npm test

Supersedes #246 because the Dependabot branch is not
maintainer-editable.

Superseded by #248, which carries forward the lockfile update and fixes the Biome 2.4.13 lint blockers so the dependency upgrade can merge cleanly.
