Avoid Having Tools Getting Into Trouble & User Consent

Any V related tool that sends reports or other related user info to V related sites (e.g. bugs.vlang.io) or any other site outside of github.com/vlang and vlang.io, should first explicitly ask for user permission (e.g. Y/N from terminal or OK/Cancel message box). Either prior to the point of connecting to the Internet or around install and update time (possibly for general tool permission). Information about tools and their purposes should be in the documentation or the tool's folder (e.g. readme).

Hopefully this comment will be understood as being helpful to the community and to avoid AV type issues.
