[Misc] Fix how model dtype is being configured

Description

• Due to how fallback logic works, MODEL_IMPL_TYPE can change depending on model support.
• This means code outside of model_loader.py should not utilize MODEL_IMPL_TYPE to decided whether to use jax.dtype or torch.dtype
• Therfore, move all model dtype related settings into model_loader.py
