[Security] Upgrade library snakeyaml to latest version in all Singleton i18n/l10n Service

In Singleton AppCheck, there shows a dependency library snakeyaml is out of date.
The version in Singleton is 1.23, but the latest version is 1.25.

we have upgraded to latest jar, the CVE-2017-18640 issue need to snakeyaml team fix it

Move this issue back to Backlog, will retry upgrading snakeyaml after the security bug is fixed.
