Disable Autoclose Issues

It seems there is active interest in #56055, but it keeps getting closed automatically by GitHub. This is a nuisance. Is it possible to turn that off?

There are a lot of PRs that become stale, we don't have the capacity to besides merging and reviewing new PRs also go through month old PRs to manually decide which PRs should be closed. Usually that happens to PRs where the author simply doesn't follow up with changes or they fail to actually build and never get fixed.

A simple comment or push can keep a PR open, the bot will comment a week before actually closing it.
