Description
Creating this after #59529 -- planning on creating the package soon-ish, building some maintenance cred first.
There's currently two tldr alternatives (isacikgoz/tldr & tealdeer), but neither of them are official repos. I think it'd be worthwhile to have at least one official alternative. I'm nominating tlrc because between the options I'm most willing to maintain a Rust package (& have the sunk-cost of already writing the template).
