YES nwg-clipman is standalone program, same as other parts of nwg-shell

This Pull Request adds the nwg-clipman package for 64-bit systems on Void Linux.
Note:
Testing has not been performed due to issues with Git and access to the void-packages repository. This PR serves as an initial submission for review and inclusion by maintainers.
