Is this package a mess? Yes. However i think it's still better to have a current mess, than outdated one.
The reason for CC=clang is, that it builds an internal libxml with clang anyway and fails to find the Builtin-Headers. CFLAGS on the other hand, would make gcc builds fail, wich are done as well, without setting CC. Package does it's job on glibc/x86_64, not sure if any other platform did work before.
