Run ignored tests on nightly CI

We should have an action that runs nightly and tests all of the ignored tests.

Which tests are those? We already have #[test_with::env(CI)]. Are you suggesting something else?

I meant tests that are #[ignore]

I actually had no idea test_with::env(CI) existed until recently

All tests that are #[ignore] right now are CUDA tests and they run on separate machines

I thought I had a bunch of ignore tests that I have labeled as TODO because they dont pass?

I can't find them in the codebase, ah they're [#ignore =...]
