Thread scope dtype through stats rewrites

Adds the row-scope DType to stats rewrite falsify/satisfy entrypoints, validates those entrypoints are used on boolean predicates, and exposes scoped return dtype lookup for rewrite rules. Checks: cargo test -p vortex-array stats::rewrite; ./scripts/public-api.sh; cargo clippy --all-targets --all-features.
