API client: Asking a Question

A user should be able to ask a question:

• if the question exists, be taken to where it's linked in an article
• if doesn't exist, optionally select an article to ask it to (the question is posted to a GitHub issues board)
• if it doesn't exist and there is no relevant topic, a request is made to add the topic (how should this work?)

This is really about the API client, which could be a subset of helpme, or a custom one.
