Make search placeholder localizable #2382

Feature request
The search placeholder currently only accepts contents from the theme config. This is a problem because you probably want to use a localized placeholder in many cases. The placeholder should be configurable on a per-language basis.
What problem does this feature solve?
Full localization of basic features.
Are you willing to work on this yourself?
I am submitting a basic PR which makes VuePress take the localized version over the general themed version, this means the change introduces no backwards changes and if so desired, all languages can easily be configured to have the same placeholder.
