Also Vue-router treats the missing file as bug and add it back as legacy.

This update does not involve vue-router; it only adjusts globby to tinyglobby in vuepress/utils, requiring relevant content to be updated.

The are conflicts as vuepress is already rc26 in main, I just want to express we have no need to "hurry" a new version with Vue-router fix.
