thanks @besteves4 this is okay to merge - though I have a question about the mappings where the dpv-odrl concept is declared with skos:broader dpv:EquivalentConcept. Shouldn't this be skos:exactMatch as both concepts mean the same thing?

true, I'm updating the mappings, will leave skos:broader for dpv-odrl:Recipient skos:broader odrl:recipient . like relations, since the latter will have broader semantics, e.g., right operand can be anything, while dpv-odrl:Recipient should require a dpv:Entity as right operand

@besteves4 that makes sense, my understanding is that all relations between DPV and DPV-ODRL should be skos:exactMatch (unless we find some reason not to), and between DPV-ODRL and ODRL should be skos:broader.
