Keep it high level, as it is up to the UA to decide how sofisticated an analysis it wants to run to determine whether the annotaiton matches the base a a phonetic reading.

Looks good to me. Ideally, we should have some guidelines for the heuristics for auto to ensure consistent behavior across implementations, even if it's not normative.

I expect to go into more details once we move beyond explainer and it becomes a spec. However, auto will never be fully interoperable: to some degree, it will always depend on dictionaries, the quality of morphological analysis engines, etc. But yes, we can say some more. For now, I'd rather keep it a little high level though.
