I just want to know when the https://www.w3.org/TR/css3-multicol/

will be become the W3C Recommendation ?

Anybody can tell me ?

That's up to the CSS Working Group, not this one, which is why I am closing it here.

But the rough answer is:

When there is areason to believe that we will see reliable, interoperable implementation - usually proven by the fact that it has happened - the Working Group can move the specification to 'Proposed Recommendation', and then unless the W3C members strongly object - which seems unlikely - it will take maybe 2 months to become a Recommendation.

So there are three possible blockers:

1. No implementation, or implementations do things very differently. This is the big risk...
2. The CSS WG doesn't do the work to show that implementations will be interoperable, or the couple of hours to move the spec through the administrative processes.
3. The W3C members object so strongly that Tim Berners-Lee, as W3C director, decides not to move the specification to Recommendation. That seems very unlikely for the multi-col spec, IMHO.
