Adds a .advisement box to the Status of This Document section noting implementation status, with links to implementer standards positions. Per TAG requirement (w3ctag/design-reviews#1187): each document's support level should be visible in its SotD section.

By established convention, the group maintains implementation status in its wiki and refers to wpt.fyi for test results. These resources are referenced from the spec header. Contributions are welcome there. |

All implementation status claims are verified against MDN BCD. Standards position URLs are verified against the live issues.
