Charter Refinement and Rechartering

• This phase is normally started by the Team when they find that some community or some idea has sufficiently incubated and have a reasonable first draft of a charter

That description seems to apply solely to new groups. It would be helpful to have a similar phase description for rechartering of an existing group.

No, the current text seems fine to me.

I'm unsure if this should be closed as retracted, because nothing needs to be done to address this, or as accepted, because something was done that did address this (even if it wasn't directly targeting it), so marking it as both. In any case, there seems to be no need to do anything more, so closing.
