Making this proposed SC easier to read based on feedback from Michael Cooper and Greg.
This reverts commit b661d26.
primary purpose of the page
Bruce rightly said in [survey ](https://www.w3.org/2002/09/wbs/35422/SCreview_May_17/results) that Accessibility support is not used in SCs but only for Conformance requirements. So I've changed it to the correct terminology that is consistent with WCAG 2 SCs
Removed 4th bullet as per Michael and Detlev.
