Move the findings to beginning of the doc under separate Finding title #4

I think this document I think it would be more effective if it began with actual statement of exactly what the finding is, either right in the Abstract or drop the Abstract and just title it Finding and move into that the statements "The TAG finds that the Web platform should be designed to actively prefer secure origins — typically, by encouraging use of HTTPS URLs instead of HTTP ones." and "Furthermore, the end-to-end nature of TLS encryption must not be compromised on the Web, in order to preserve this trust."

Finding

The TAG finds that:

  • The Web platform should be designed to actively prefer secure origins — typically, by encouraging use of HTTPS URLs instead of HTTP ones.
  • The end-to-end nature of TLS encryption must not be compromised on the Web, in order to preserve this trust.

Otherwise, as it is now I have to read through 200+ or whatever other words to get to those two statements that are the actual point of the whole document.
