chore(release): back-merge v0.2.15 release commits into dev (#232)

Back-merges the release-please commits from main (v0.2.15 version bumps + CHANGELOG.md) into dev.

Required so main stays an ancestor of dev — otherwise future dev → main release PRs re-conflict on CHANGELOG.md / .release-please-manifest.json.

Must be merged with a merge commit (--merge) — never squash or rebase.
