docs: land MLZOO planning briefs and sync uv.lock

Tidies the pre-existing stale working tree ahead of PRP-29 execution. Two focused commits, no code change.

Commits

• docs(docs) (Feature-aware forecasting foundation (MLZOO-A / PRP-29) #238) — adds the MLZOO planning corpus:
  • PRPs/INITIAL/INITIAL-MLZOO-{A,B,C,D,index}.md — the Advanced ML Model Zoo discovery briefs (A is the source brief for PRP-29).
  • docs/optional-features/{10,11}-*.md — BaseForecaster feature-contract and feature-aware predict-serving notes.
  • docs/optional-features/README.md — index rows for the two new notes.
  • Removes PRPs/planner-model-exogenous-and-empty-dates.md — an unnumbered scratch PRP whose work already shipped via PR fix(jobs,ui): reach model_exogenous + block empty assumption dates in the planner #236.
• chore(repo) (chore: uv.lock version field lags released version (0.2.8 → 0.2.15) #239) — syncs the uv.lock version field 0.2.8 → 0.2.15 (release-please only manages pyproject.toml, so the lockfile drifted).

Notes

PRPs/PRP-29-feature-aware-forecasting-foundation.md is intentionally not in this PR — it lands with its implementation on the feat/feature-aware-forecasting-foundation branch.
