Waves outside sea don't move

When a rock hits a sea with it's position (center) outside the sea, then the wave is created
with it's position(center) outside the sea, the wave reflection logic then endlessly flips the direction of the wave and the wave doesn't move.
The reflection logic needs to make sure it's not endlessly flipping a wave direction.
