Upgrade guide website to latest Wagtail LTS

The site is currently on Wagtail 5.2 LTS, which is no longer supported since May 2025. We need to upgrade it to the latest 7.0 LTS. This would likely need to be done in sequence, one upgrade after another: 6.0; 6.1; 6.2; 6.3; 6.4; 7.0.

Notes from chat with Ernesto:

• Try Django upgrades first. Wagtail 5.2 is compatible with Django 5.0 at least
• Try Wagtail 6.3 (LTS) ugprade. That is compatible with Django 5.2.
• From Django 5.2 + Wagtail 6.3, get to Wagtail 7.0
