HP numbers
The game sends a bar's ratio rather than hitpoints, so the plugin multiplies that ratio by a bundled max HP - roughly 4,100 NPC ids - and refines it with hitsplats between updates. An NPC missing from that table shows a percentage instead.
Display Mode in NPC Bar — Style picks what you see: number, percentage, both, or no text.
Where an encounter scales monster HP by difficulty, path and party size, the plugin applies the same scaling, so the number matches the instance you are in. In a team, minions fall back to a percentage because their scaling is not documented; bosses keep their number.
The game never sends another player's max HP, so their bars are percent-only.

Aggression is one answer per monster, so a monster aggressive in one location and tolerant in another is marked the same way everywhere.
If an NPC shows a percentage where you expect a number, post its name on Issues and it can be added.
