failed to start voice input #6154

Describe the bug
I get the error message :failed to start voice input (you may need to enable microphone access)
whenever I select the microphone icon or the voice hot key (right CTRL)
To reproduce
start a new command line window. select the microphone icon or the voice hot key (right CTRL) and it fails
the log files have not been created so I cannot include them.
