So that the rust 1.85 image is consistently published, should we also add it as an entry here? It looks like the workflow should be able to publish multiple tags in the same repo

Description
Updated the workflow so we can manually rerun the build and publish process for specific languages with specific versions. This is useful if, say, we want to release a version of the
dev-rustimage with Rust version 1.85.0.Testing
Used the workflow to release a version of the
