Windows ARM 64 Support

Is your feature request related to a problem? Please describe.

I was frustrated to realize I couldn't run Warp inside of Parallels. I have some Windows specific code that needs to be worked on that I intended to parallels instead of windows hardware. One of the main reasons I originally picked Warp over Claude Code was for Windows support.

I am using warp on Windows 11 ARM inside Parallels so on my side it works.

I now see that arm binaries exist for windows, the last time I went to website I couldn't find them and the download button kept giving me x86 binaries
