Add AI Text Summarizer CLI Script

I would like to contribute a new Python script that provides a simple command-line interface (CLI) tool to summarize text files.

The script will take a text file as input and return a short summary of its content. Initially, the summarization will be implemented using a basic approach (e.g., extracting the first sentence), with the possibility of extending it to more advanced or AI-based summarization techniques in the future.
