d-rats on new install creating download-dir before user confirms selection.

When d-rats starts up with no configuration, it attempts to create the download directory in a default location before the user has gone into the configuration and confirmed the directory to use for downloads.

There may be other issues similar to this.

On Windows 10, there is a report that trying to create the download directory in that default location is failing.

These are the known work arounds for this issue.

1. Edit the D-Rats config file so that it points to an existing directory that the user has access to.
2. Create the directory that D-rats is claiming that it can not reach, and make sure that the user has access to.
3. Create a simpler directory path to use and put that in the configuration file, as there have been some reports that for some reason some existing Windows paths are not visible to D-Rats.
