Updated CI workflow to use self-hosted runners for various jobs, including build, reference tests, and Android/iOS builds. Removed unnecessary steps related to Android SDK installation.
Removed input parameters for Android, iOS, and macOS builds from workflow dispatch. Simplified the CI workflow by eliminating unnecessary build and test steps.
Updated concurrency group naming and added a step to ensure Metro port is free before starting the package manager.
Updated iOS build step to use xcodebuild with specific parameters.
