Should `api.CustomElementRegistry.define.connectedMoveCallback_lifecycle_callback` block support of `moveBefore` in Firefox

Firefox added support for moveBefore in 144. However, the web-features entry still shows Firefox as unsupported. Here is the line preventing support:

I have no idea what api.CustomElementRegistry.define.connectedMoveCallback_lifecycle_callback does, but it seems to me like it shouldn't block support.

I believe this key is about how connectedMoveCallback(), if defined on the custom element object, preempts calling disconnectedCallback() and connectedCallback() (Preserving custom element state when moved).

That is an extremely odd place to put the data (I think it should be under moveBefore() itself, if anywhere). It makes me wonder whether it's even true. And now that I'm looking, it appears Kieth Cirkel has already caught and fixed it: mdn/browser-compat-data#28518.

This will get fixed after the next BCD release. I'll try to keep this in my head and resolve this issue when the next BCD upgrade PR appears.
