Although the Blink implementation supports multiple triggers per animation, this constraint will likely allow flexibility in future modifications of the animation-trigger property. This constraint is also in line with an earlier CSSWG resolution (even though subsequent CSSWG conversations addressed the original motivations for the constraint (but didn't issue a formal resolution)).
