Use poedit, Qt Linguist or any other .po capable editor to edit Locale/lo_LA/LC_MESSAGES/default.po.
Other files with suffix .ctp like View/Elements/Sites/lo_LA/edit.ctp can be translated in any text editor considering the existing HTML tags.
