Both flags were dropped during the main merge because nelm branch 2 lacked NoCreateNamespace and LocalLookupResourcesPaths. Ported to nelm branch 2 in werf/nelm#671, so bump the pin and bring the flags back. Signed-off-by: Aleksei Igrychev <aleksei.igrychev@palark.com>

Cherry-picks two flags from main into the 2 line so that werf 3 can use them
(werf 3 pins nelm from branch 2, where these options don't exist yet).
