The fast-uri@<=3.1.1 override was already present in the overrides section before #4590 was merged. The squash merge re-added it as a duplicate. Remove the duplicate to keep overrides tidy.

## Summary Adds typed node errors for invalid Tempo fee tokens and maps them to transaction-rejected JSON-RPC responses. Add Tempo fee token validation with typed errors, wire validation into fee token preference setters, document common fee token errors, and patch the transitive fast-uri audit advisory.
