Describe the bug
In the Packages section of a Wheels application, the icon used to indicate an installed package is broken or not rendering correctly.

To Reproduce
Steps to reproduce the behavior:

1. Run a Wheels application or the Wheels repository
2. Navigate to the Packages section
3. Observe the icon indicating installed packages
4. Note that the icon is broken or not displayed properly

Expected behavior
The “installed” icon should render correctly and clearly indicate package status.

Implementation: vendor/wheels/public/views/packagelist.cfm (one-line swap from Semantic UI icon-font to inline SVG)

Root cause: the bundled semantic.min.css declares the Icons font-face with only .eot/.svg sources (no .woff/.woff2), AND the page inlines the CSS via <cfinclude> so the relative url(themes/default/assets/fonts/icons.*) paths resolve against the page URL rather than the CSS file location. Two compounding reasons the glyph never loads in modern browsers. The rest of the same view already uses inline SVG; this brings the Installed badge in line.

A human review is required before merge. Doc updates (MDX guides, .ai/wheels/, CLAUDE.md) are not needed for this template-only fix.

Note: this run was invoked by the maintainer via /propose-fix rather than the bot's auto-fire path; no triage comment preceded it. Auto-downgrade safety-net checks passed (no security/migrator/deploy/DI/cross-engine concern).

The root cause explanation makes sense. Since the Semantic UI icon font paths are resolved relative to the page URL when the CSS is included inline, and the bundled font files do not include modern formats like .woff or .woff2, the icon does not render correctly in current browsers.

Switching the Installed icon to an inline SVG is a good solution. It removes the dependency on the icon font entirely and is consistent with other icons already used in this view.
