Update PIP after installing Python 2/3

The PIP from the Python Setup is installed. However, an automatic update to the most recent version would help.

Updating PIP with the pip command itself Fails too, because pip can not update the CLI script while it is running.

One solution could be, to start PIP without the CLI Script directly as a module. A look inside the CLI Script should help, what's to do exactly.
