Upgrade not working behind proxy

Running actions\bench-ctl.cmd upgrade is not working behind a proxy, because the version check failes.

[mastersign]

actions\bench-ctl.cmd will be replaced by the new Bench CLI auto\bin\bench.exe.
The upgrade task is implemented differently in the new Bench CLI.
