Untested build against PHP-8.4 staging (I wanted to build with zlib 1.3.1) at https://github.com/winlibs/winlib-builder/actions/runs/11372412499.
Note that I had to use https://github.com/winlibs/winlib-builder/tree/cmb/fetch-deps-lf, which uses a hard-coded
vs17to get the dependencies, without much ado. We could either fix/improve this, or roll out proper vs17 builds (renaming would be possible, too; we did that before, but I don't like it).
