This will install the current stable release of julia and the IJulia kernel.
The regular expressions will probably fail, if the julia website is structured differently.
As noted, the installation of julia v1.5.3 with this notebook will fail due to JuliaLang/julia#38411 and v1.6.0-rc1 is installed instead.
